Overview of PR PIU Department
The Projects Implementation Unit (PIU) of the Panchayat Raj (PR) Department plays a crucial role in the development of rural infrastructure, particularly in road and bridge construction. The primary objective of the PIU is to provide all-weather connectivity to unconnected habitations, thereby improving accessibility, socio-economic development, and overall quality of life in rural areas.
In the Alluri Sitharama Raju (ASR) District, the PIU is responsible for planning, execution, and monitoring of rural road and bridge projects. These projects are designed to connect remote and tribal habitations with main roads, markets, educational institutions, and healthcare facilities.
The PIU undertakes works under multiple schemes and funding sources, including:
Pradhan Mantri Gram Sadak Yojana (PMGSY) – Focused on providing rural road connectivity to eligible habitations.
PM-JANMAN (Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan) – Aimed at infrastructure development in tribal areas.
Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) – Targets connectivity in LWE-affected regions.
Asian Infrastructure Investment Bank (AIIB) assisted projects – Enhancing rural infrastructure with international funding support.
NABARD (RIDF) Projects – Supporting rural infrastructure through financial assistance.
APRRSP (Andhra Pradesh Rural Roads Strengthening Programme) – Focused on strengthening and upgradation of existing rural roads.
The PIU ensures proper implementation of these projects by coordinating with various departments, obtaining necessary clearances (such as forest and environmental approvals), managing contracts, and supervising quality control and timely completion of works.

Chronological Order for Obtaining Administrative Sanction for PR PIU Road Works :-
- Identification of Eligible Habitations Preparation of a comprehensive list of eligible habitations as per the guidelines of the National Rural Infrastructure Development Agency (NRIDA), New Delhi.
- Approval of Habitation List Submission and approval of the eligible habitations list by the Office of the Engineer-in-Chief, Panchayati Raj Department, Vijayawada.
- Preparation of Detailed Project Reports (DPRs) Preparation of DPRs by respective PIUs, including technical specifications, estimates, and proposed road work details.
- Technical Scrutiny by State Technical Agencies (STA) Initial examination of DPRs to ensure conformity with technical guidelines and standards.
- Entry of Scrutinized DPR Data in OMMS Portal Uploading of technically scrutinized DPR data to the PMGSY online management system (OMMS).
- Review by Principal Technical Agencies (PTA) Comprehensive technical validation by PTAs for quality assurance and compliance.
- Field Verification by NRIDA Team On-site validation and inspection of DPRs by expert teams from NRIDA, New Delhi.
- Pre-Empowered Committee (Pre-EC) Meeting Conducting internal discussions and addressing observations prior to final committee submission.
- Approval in Empowered Committee (EC) Meeting Final sanction of DPRs by the Empowered Committee of NRIDA.
- Issuance of Administrative Sanction Official administrative approval enabling further implementation steps.
- Grant of Technical Sanction Approval of all design, cost, and execution aspects by the designated engineering authority.
- Initiation of Tendering Process Inviting bids for civil works through e-procurement with a minimum 21-day notice period.
- Technical Evaluation of Bids Assessment of technical bids to verify bidder qualifications and proposal adequacy.
- Financial Evaluation of Bids Examination of financial bids by members from the Engineer-in-Chief’s Office and State Secretariat.
- Issuance of Letters of Acceptance (LOAs) Issuing LOAs to successful bidders, confirming contract award and execution initiation.
- Submission of Contractual Documents Collection and verification of necessary legal, financial, and compliance documents from contractors.
- Execution of Agreements Formal agreement signing between the implementing agency and the contractor to initiate project execution.
